He complains that FEMA camps aren't being used to house mexicans and prisoners, and slyly suggests they are going to be used to lock up republicans, using some new non-national guard supermilitary force. Sorry - the whole thing gets pretty incoherent at that point.

Interestingly, he sideswipes the california marijuana legalization issue - saying "we should put everybody who smokes it behind bars, or we should legalize it.".
